Context and strategic stakes
A state entity sought to modernize its historically on-premise IT infrastructure by defining a 3-year Microsoft Cloud strategy, covering Azure, M365, Power Platform, and Microsoft Fabric. The primary challenge was to build an adoption roadmap ensuring strict regulatory compliance regarding sovereignty and the protection of citizens' personal data, while aligning business, legal, and IT departments with sometimes divergent interests.

Approach and methodology
Our experts initiated the process with an exhaustive mapping of existing application and collaborative environments. We analyzed technical constraints (obsolescence, Microsoft end-of-life) as well as strict regulatory and legal requirements governing the handling of public data. Intensive consultation workshops were conducted with key stakeholders, including the Data Protection Officer, Product Owners, and IT directors, to align the functional vision with the legal framework.
